Mexican seal

Bob Manning writes: ‘I have an antique restoration business in Orange, Texas and just completed restoring an old cast iron bench with an eagle holding a serpent in his mouth, sitting on a cactus AND holding four flags in his talons... I know this is the Mexican Seal, but what are the flags? Is there any way to age the item based on the style and the addition of the flags? I’m confused...’
